The National Eco-Industrial Design Institute (EIDI) commits to promote high quality development by standardization construction, and has established the Quality Standard Laboratory which undertakes basic science and applied research of quality standard. The EIDI has officially qualified in group standards’ formulation, accreditation, issuance and governance after the approval of the National Group Standard Information Platform. 
 

To the relevant units:

To firmly implement the spirits of the documents of the Outline to Improve The Overall Quality of National Economy Amid Efforts to Promote High-Quality Development and the National Standardization Development Outline printed and distributed by the Central Committee of the Communist Party of China and State Council, promote the innovation of the operation mechanism of standardization, and optimize the standards released by the government, and the standard binary structure autonomously developed by markets, establish new type of standardization system with synergized development, coordinating facilities, constantly improve the quality and efficiency of standard supplying, make contributions to high quality development which standard comes first. The Quality Standard Laboratory of the EIDI has determined to solicit a batch of group standards which are consistent with green ecology, concept of sustainable development, being able to meet the actual needs of markets and high quality development of industries. The notice of declaration requirements are as follows:

 

(一) Adhere to the Markets Need Principle. The criteria of declaration shall closely keep up with the actual demands of developments of the nation, industry, regions and enterprises, carry out implementations encompassing areas such as products, approach, services, standard guidance etc., respond to innovation and the needs of standards from markets, improve the adaptability of standards, fill in the current gaps of standards;

 

(二) Adhere to the Principle of Autonomous Innovation. The units shall closely combine science, technology and innovation while draw up group standards, group standards in relation to technology transformation which have autonomous intellectual property rights and are worth of demonstration and promotion would be encouraged.

 

(三) Adhere to the Principle of Technological Progress. The unit shall focus on technological progress while draw up group standards, to escalate the technical contents of standards, making the standards to be great supports to the technology and innovation achievements transformations, promote the upgrade of relevant technological progress and industrial structure.

  

(四) Adhere to the Principle of Internationalization. The units shall take initiatives to adopt international standards and advanced overseas standards, stay in line with international standards, and satisfy the trading needs of markets.

 

(五) Adhere to the Principle of Volunteer Participation. The units shall volunteer to do participate in the formulation and revision of group standards in accordance with the criteria of strengthening standardization reform.

 

(一) Draw up group standards which are consistent with laws and regulations, science-based, broadly representative and applicable. In principle, the group standard shall be launched and involved with at least 5 units. 

 

(二) The scope of declaration for proposals of group standards shall has no adequate national standards, industrial standards, regional standards or the declaration shall propose group standards which are more rigorous than the existing national standards, industrial standard, regional standards.

 

(三) The standard declaration unit (the leading unit) shall possess preliminary technology basics and qualifications for professional and technical competences, have carried out necessary preliminary researches on topics such as the objective, meanings, necessity, and feasibility, scope of application, current situation both at home and abroad, and main content of standards and so forth, in relation to standard formulation. The relevant units are encouraged to submit joint project application, the declaration unit shall be responsible for building a standard drafting team.

(四) The fundraising for revisions of the group standard will be organized and responsible by the standard declaration units.

 

(一) Fill in the Project Application Form. The declaration unit shall carry out complete preliminary research on the proposed project application standard and fill in the Project Application Form of Group Standard with authentic information (see the attachment at the end of the article), send the application form stamped by the declaration unit with scanned copies of relevant supporting materials and also the application form in word format via email to the designated email address: eidi2021@163.com.

 

(二) Review and Assessment. The Quality Standard Laboratory of the EIDI shall organize experts to review and assess the necessity and feasibility of the proposed project according to the submitted Project Application Form.

 

(三) Proposal and Project Approval. To the proposed project standard approved by the review and assessment, the Quality Standard Laboratory of the EIDI shall complete the proposal and project approval on the National Group Standard Information Platform.

 

The units may submit project applications to the Quality Standard Laboratory of the EIDI on an irregular base at any time.
