On 23 July, the 6th plenary session of the 12th Guangzhou Municipal Committee of the Communist Party of China was held. Guo Yonghang, Member of the Standing Committee of the CPC Guangdong Provincial Committee, Secretary of the Guangzhou Municipal Party Committee, and Mayor of the People’s Government of Guangzhou Municipality, delivered a work report on behalf of the Standing Committee of the Municipal Party Committee.

Accelerating the cultivation and development of the green manufacturing industry system in the northern part. Conghua District will continuously unleash the effects of the "1+3+5+N" industrial policy system, make every effort to promote the high-quality expansion of the Guangdong Conghua Economic Development Zone, the high-standard construction of Gaopu Creation Valley, and the high-level planning of the Conghua Hot Spring Headquarters Gathering Area. It will also identify the paths for traditional industries, emerging industries, and future industries to develop simultaneously while fostering and developing the new generation of green industries such as energy-saving equipment manufacturing, new energy and clean energy equipment manufacturing to promote the upward movement of characteristic advantageous manufacturing industries towards the high end of the industrial chain and value chain. Conghua District strives to create one ten-billion-level new material industry and three fifty-billion-level industry clusters, covering the field of beautiful industries, bio-medicine industries, and smart home industries.

 

Following a practical path for the deep and solid integration of urban and rural development in super large cities. Conghua District implements “High-Quality Development Project of Hundreds of Counties, Thousands of Towns, and Millions of Villages” according to the plan, the schedule and the requirements with targeted efforts, and make every effort to promote the implementation and effectiveness of 13 aspects, 56 key tasks, and 163 specific measures. It also strengthens the driving force of the "1+7" modern agriculture industrial park, the six industrial supply chains, such as lychee, modern flowers, and modern fishery and aquaculture, continues to promote the construction of prefabricated vegetable industrial parks and agricultural product processing industrial parks, and enhances the level of the urban agriculture industrial chain in super large cities. Conghua District deeply explores the multiple values of rural areas, promotes the creation of pilot counties for provincial rural housing construction and “five key factors for good planning, construction, environment, rural customs, and management, as well as two factors for suitability for living and business” and beautiful rural pilot work, accelerates the construction of 12 new rural demonstration belts, and builds a future countryside that matches the world-class bay area. It will deepen comprehensive reforms in agriculture and rural areas, focus on promoting comprehensive land consolidation, and fully unleash the advantages of county-scale pilot projects.

 

Building a solid and stable ecological barrier in the northern part of the Guangdong-Hong Kong-Macao Greater Bay Area. Guided by the creation of a national ecological civilization construction demonstration district, Conghua District solidly promotes the “six major actions” of creating a beautiful and green Guangdong, facilitates the “eight major projects” of greening and ecological construction in Guangzhou, and ensures the results of ecological construction in Conghua. It will highlight the construction of the relocation and protection of the South China Botanical Garden’s Conghua demonstration area, expand the functions of forest parks, wetland parks, pocket parks, and suburban parks, reconstruct a system of blending mountains and rivers and interlacing fields and forests to create a “ landscape city in the forest”.

 

Creating new advantages in green development through comprehensive deepening of reform and opening up. Conghua District will deepen the implementation of the Nansha Plan, promote the strategic passage connecting Nansha and Conghua, and better achieve “North-South coordination and Mountain-Sea linkage”. It will also accumulate and amplify the functions of high-end platforms such as the Guangzhou National Archives of Publications and Culture, Imperial Springs International Forum, Hong Kong Jockey Club Conghua Racecourse, and World Eco-Design Conference, accelerate the construction of Xincongjing · International Communication Garden and Liuxi Hot Spring International Block, build a world-class Guangzhou-Hong Kong horse industry economic circle, synergize with Hong Kong and Macao to connect more global high-end resources, and build a high-level international communication center in the northern part of Guangzhou.
